These comments on the Proposed Rule to Remove Ma’iingan (Grey Wolf/Canis lupus) from the List of Endangered and Threatened Wildlife, Docket No. FWS-HQ-ES-2018-0097 (Proposed Rule), have been authorized by the Board of Commissioners (Board) and the Voigt Intertribal Task Force (Task Force) of the Great Lakes Indian Fish and Wildlife Commission (GLIFWC or Commission) from the perspective of their off-reservation treaty rights….

Coyote Numbers Are Often Higher In Areas Where They Are Huntedtinyurl.com/454t7bb6Coyote populations across the United States are influenced by a number of factors, but surprisingly their abundance is found to be higher in areas that allow hunting of the predator, according to research by a University of Utah wildlife biologist and colleagues in other states.It is reasonable to expect hunting to reduce species abundance, especially in conjunction with other anthropogenic factors that spurred the wave of Holocene extinctions. Unregulated hunting, after all, resulted in the disappearance of the passenger pigeon, dodo and monk seal, and near-extinctions of many other now-rare species, including iconic megafauna such as the American bison and white rhinoceros.Coyotes, on the other hand, have displayed a pronounced resiliency in regions, such as Utah where hunting and trapping these predators is heavily subsidized and barely regulated, according to the findings based on extensive camera surveys.“This is corroborating a lot of other evidence that direct hunting and intervention is actually not a really good way to manage coyote populations, if the goal is to decrease their abundance.” ... Wolf management program in N.W.T. comes to an end after 5 years of collaring and incentivized huntingtinyurl.com/557y3a7zA wolf management program by the Tłı̨chǫ Government and the government of the Northwest Territories is in its final stages after five years of GPS-collar monitoring and incentives for wolf hunting.The program was part of an effort to reduce wolf predation on the Bathurst and Bluenose East caribou herds.Initially, the wolf collaring was seen as a way to determine which wolves were affiliated with certain caribou herds. Over the course of the five-year program, however, and after recommendations from the Wekʼèezhìi Renewable Resources Board, the focus changed slightly to try to better understand wolf patterns and habits in general.An "enhanced" incentive program was introduced in 2020 and saw wolf hunters receive $1,200 for each animal harvested within a certain area of the North Slave region. That came to an end last May and now hunters in those areas are back to receiving $200 for each harvested wolf skull.The incentivized harvest numbers were fairly consistent over the five-year program, averaging around 100 wolves a year. In 2020, the proposed annual target for the program was 300 harvested wolves each year.A large part of the harvest research was done in collaboration with Tłı̨chǫ community harvesting camps, workshops and hunters.
